Andriod OS can't give on Mobiles directly. It should be developed and optimize according to the hardware specification of that particular Mobile Phone. The manufacturer companies optimize the operating system according to the mobile's ram, processor, internal storage etc. 

For example, if the mobile contains 4GB Ram, the Android OS will be optimized for that mobile's specification. On the other hand, if the mobile contains 16GB Ram, the Android OS will be optimized for that mobile's specification.

Mobile phone manufacturer needs to optimize new Android software or re-optimize the Android OS for particular mobile phones. This whole process becomes more tiresome for those manufacturer companies when they add their own UI (User Interface) like (TouchwizEMUIMIUIVibe UIHTC SENSE, etc UIs) to their mobile phones. As a result, the updates can't perform as our expectations.
